The central government has planned to mandate that manufacturers provide two helmets to individuals purchasing new two-wheelers. Additionally, it has decided to make anti-lock braking systems compulsory. To implement this new regulation, the Ministry of Road Transport and Highways has proposed significant amendments under the Central Motor Vehicle Rules of 1989. According to the draft notification released by the central government on June 23, once the new rules come into effect, two-wheeler manufacturers will be required to supply two helmets that meet the standards recommended by the Bureau of Indian Standards to buyers of new two-wheelers.The helmets provided must meet the standards set by the Bureau of Indian Standards (BIS). However, it has been stated that this requirement does not apply to individuals who are granted exemptions under Section 129 of the Motor Vehicles Act. Furthermore, starting from January 1, 2026, the government plans to mandate the installation of Anti-lock Braking System (ABS) on all new L2 category two-wheeled vehicles, including motorcycles and scooters, that have an engine capacity exceeding 50cc or a speed exceeding 50 km/h.
