The Monsoon Session of Parliament begins on July 21, featuring eight new bills on the agenda.

Eight new Bills, a resolution to prolong the President’s Rule in Manipur, and the passage of the Income Tax Bill currently under review by a Select Committee are among the proposed agenda items by the Narendra Modi administration for the forthcoming Monsoon Session of Parliament commencing on July 21. The proposal to extend the President’s Rule in Manipur suggests that the government does not have any immediate intentions to lift the measure that was enacted in the northeastern state on February 13. According to the Constitution, a proclamation of President’s Rule must receive parliamentary approval every six months, with the current deadline set to expire on August 13. Additionally, the Appropriation Bill concerning Demands for Grants (Manipur) for the fiscal year 2025-26 will be presented to Parliament. The government also intends to introduce the Income Tax Bill, 2025, amid expectations that the Select Committee will deliver its report during the Monsoon Session. This Bill was first presented in the Lok Sabha on February 13 and subsequently referred to a Select Committee for further examination. Notably, the much-discussed Bills regarding modifications to the civil nuclear liability framework are absent from the tentative agenda. Nevertheless, the government retains the option to introduce a Bill during the Session even if it is not included in the preliminary list.

The new Bills encompass The Manipur Goods and Services Tax (Amendment) Bill 2025, The Jan Vishwas (Amendment of Provisions) Bill 2025, The Indian Institutes of Management (Amendment) Bill 2025, The Taxation Laws (Amendment) Bill 2025, and The Mines and Minerals (Development and Regulation) Amendment Bill 2025. Furthermore, The National Sports Governance Bill 2025 and The National Anti-Doping (Amendment) Bill 2025 are also slated for consideration during the Session, which is scheduled to conclude on August 21. In total, 16 Bills are earmarked for passage during the Session, which includes three Bills pending in both the Lok Sabha and Rajya Sabha. Of these, three have been approved by the Lok Sabha and are awaiting action in the Rajya Sabha, while three others haven’t been introduced in the Lok Sabha and are currently pending there. The legislation comprises The Merchant Shipping Bill 2024, The Indian Ports Bill 2025, The Coastal Shipping Bill 2025, and The Bills of Lading Bill 2025.The Session is anticipated to include discussions regarding the Pahalgam terror attack and the ensuing developments, as well as efforts to impeach Justice Yashwant Varma, among other matters.
