During the monsoon session, Parliament passed 15 bills amid opposition protests over the Special Intensive Revision (SIR) of electoral rolls in Bihar, leading to several legislations being approved without debate. The Rajya Sabha and Lok Sabha were adjourned a day early, concluding the session that began on July 21 and included 21 sittings over 32 days. The session featured a debate on Operation Sindoor, but discussions on astronaut Subhanshu Shulka’s mission and the space program’s importance for ‘Viksit Bharat’ were interrupted by opposition demands regarding SIR. In total, 14 bills were introduced in the Lok Sabha, with 12 approved there and 15 passed by the Rajya Sabha, resulting in 15 bills approved by both Houses. A significant discussion on ‘Operation Sindoor’ in response to the Pahalgam terrorist attack occurred in both Houses, with Prime Minister Modi speaking for 18 hours and 41 minutes in the Lok Sabha and 16 hours and 25 minutes in the Rajya Sabha. Both Houses also approved a statutory resolution for extending President’s Rule in Manipur and the state budget. A new Income Tax bill was passed, following the Government’s announcement in July 2024 for a review of the Income-tax Act, 1961. The Income-tax Bill, 2025 was introduced in the Lok Sabha, referred to the Select Committee, and its recommendations were largely accepted by the Government.
The Government decided to withdraw the Income-tax Bill, 2025, while introducing and passing the Income-tax (No. 2) Bill, 2025 in the Lok Sabha on August 11, which was returned by the Rajya Sabha the next day. Additionally, the National Sports Governance Bill, 2025 was passed to promote sports development and athlete welfare. On Friday, the Promotion and Regulation of Online Gaming Bill, 2025 was also passed, aiming to regulate the online gaming industry, including e-sports and educational games, and establish a coordinating Authority. Furthermore, five Bills from the Ministry of Ports, Shipping & Waterways were approved: the Bills of Lading Bill, Carriage of Goods by Sea Bill, Coastal Shipping Bill, Merchant Shipping Bill, and Indian Ports Bill, all during the Session. Two Bills, the Insolvency and Bankruptcy Code (Amendment) Bill, 2025, and the Jan Vishwas (Amendment of Provisions) Bill, 2025, were introduced in the Lok Sabha to enhance business ease and improve living conditions, respectively, and referred to a Select Committee. Three additional Bills—the Constitution (One Hundred and Thirtieth Amendment) Bill, Government of Union Territories (Amendment) Bill, and Jammu and Kashmir Reorganisation (Amendment) Bill—were introduced in the Lok Sabha and referred to a Joint Committee. The Constitution Amendment Bill seeks to allow the removal of the Prime Minister, Ministers in the Union Council, and Chief Ministers or Ministers in State Councils facing serious criminal charges punishable by five years or more imprisonment.
